Individual uses the internet to make phone calls, using WiFi for access

Why?

Low cost infrastructure and call costs. Ideal for developing countries. Long term could replace GSM in all countries.

Comments:

.Resistance expected from mobile operators
Many governments, especially in the developing world are not releasing the wireless frequency to launch a service.

Financial:

Infrastructure costs are very low to get a working system
Cost of phone can be kept low.
Free phone calls in the house using Wifi

Environmental:

Infrastructure equipment required very small, resulting in less environmental impact.
WiFi phones will probably emit lower radiation through the handsets.

Social:

WiFi connection has low infrastructure cost and easy for developing countries to adopt. Closes the digital divide.

Other:

Handover between WiFi zones currently difficult and results sometimes in broken connections.
Security could be an issue
