The discussion coming out of the last seeba workshop on end-of-life vehicles was both lively and informative. Sadly, there was insufficient time during the meeting to explore all the issues raised in sufficient depth, so over the coming weeks we will be initiating one or more on-line discussions around some of the issues raised during the workshop.

So re-visit the seeba web site soon for further developments.

The End-of-Life Vehicles directive is now (over)due for implementation in the UK. The WEEE directive is currently with the European Parliament at 2nd Reading stage, and there is a possibility that it might be adopted into EU law as earlier as this summer (2002).

One of the issues which has been coming up increasingly in discussions at seeba is whether electronic components within vehicles are covered by the ELV directive or by the WEEE directive, or both.

It would appear that electronics within vehicles are expressly excluded from the WEEE directive, and therefore fall to be treated as part of an ELV when it is scrapped. However, what happens if the electronics component is pulled from the vehicle before ultimate scrapping and then sold on separately? And what if it is a component which can be used either in a vehicle or in another context (e.g. stand-alone product), for example a CD player?

We have our own views on this, but in this emerging field nothing is purely black and white, and we would be interested to hear what others think.
